Is this normal for my video card?

I have a Ati HD 5770 and the catalyst control center is showing the core clock as 157 mhz and the memory as 300. The default is supposed to be 850 mhz for the core and 1200 for the memory. I think it might have something to do with me messing with the overclocking that is build in to the control center.

That sounds like the video card lowering the clock speeds while not in game. Most video cards do this as there's no need to have it chewing through power while you're doing nothing at all.
Keep that app open, run TF2 in window'd mode (or any other 3d app/game) and see if it goes up.

I did this about 5 seconds after I posted this and you are right. I was wondering if that might have been what it was doing.

Yes that is the new power saving feature just like modern CPU's they throttle down when not in full use. The 5770 draws less than 25 watts in idle that way.

Dam I thought I was forgetting something. Sorry about that, but anyways the card is great. It runs L4D 2 and TF 2 on the max setting with very little fps drop at 1680-1050. 100% worth the price.
