    PoV-Record: A TF2 addon that records demos for you (aka P-Rec)

    Yes... that strange text string that your teammates always spills out when your lobby starts....

    It automatically records a demo every match (using mp_tournament as a switch) or you could set it to automatically record a demo every game (or disable it if you really want to).

    Main feature includes automatic and manual bookmarking. This comes with vars such as how many kills to consider a streak, how long after each kill to count as a streak, and whether to delete a demo that has no bookmarks in it. Kill streaks that fit the criteria are automatically bookmarked. You can bind a key to manually add a bookmark.

    And can it be used on any server?

    It's client side. It'll record a normal demo (not source tv) but you can use TF2's demo drive to take yourself out of first person.

    It's supposed to work on any server though I haven't tested that out yet. It's not an sv_pure thing (i think).

    warning: this addon is still pretty new (within a few months) and there will always be bugs.
